Resumen
This work aims to theoretically analyze the actors who formulate public policies on science, technology and innovation (STI) and the strategies towards their integration in Latin America. The methodology consisted of a review of specialized literature by Latin American thinkers to identify perspectives on the practices and interests of STI actors. The results express that both in the past century and in the present, the actors and their practices in the area of STI have been influenced by political, economic and social conditions with respect to central countries, as well as the governments remain as fundamental actors in integration of other subjects for the promotion of innovation. It is concluded that although there have been different models proposed by Latin American STI thinking in order to integrate the practices of these actors, the notion of a system prevails through the international proposals known as National Innovation Systems and Regional Innovation Systems.
