N2 - Governance manifests itself when public decision-making comes from a collective power, that is, made up of public authorities, civil society and the private sector, with equality in their decisions. The objective of the research was to analyze public policies and local participatory governance from the perspective of the collaborators of a municipality of Lima, the research is framed within the interpretive or naturalistic paradigm; It was of a qualitative approach, phenomenological design, having as a sample 13 people, made up of collaborators who work in the municipality, residents of the district of Lima. The instrument used was the semi-structured interview. The results indicate that municipal public policies are implemented from specific activities, disjointed and disconnected with the management instruments of the local government, also do not respond to the guidelines of the national policy defined by the Peruvian government. Governance based on citizen participation is needed, with actors at the public, private and civil society levels intervening to meet the basic needs of citizens and, based on the development of public policies, produce a positive impact on the population, seeking a neighborhood integration.
